EZD RP: An Electronic Document Management System for Public Administration

The EZD RP system is a comprehensive electronic document management system designed for public administration units. It handles both incoming and outgoing documents, as well as the compilation and archiving of case files. Starting on January 1, 2028, all public entities and their subordinate units will be required to implement an EZD-class system and perform clerical tasks within it.

System Development and Support

The EZD RP system was created as part of the IT project “EZD RP - Electronic Document Management in Public Administration.” The project was implemented by the National Research Institute NASK in collaboration with the Podlaskie Voivodeship and under the supervision of the Chancellery of the Prime Minister (KPRM).

While organizations are responsible for implementing and maintaining the system, including setting up the runtime environment and purchasing necessary software, authorized support is available. Linux Polska provided and implemented the containerization platform for the cloud infrastructure at NASK and also offers deployment and maintenance support for the system.

Goals of Implementing EZD RP

The primary goal of introducing the EZD RP system is to streamline the functioning of public administration, benefiting both officials and citizens. The system aims to:

  • Simplify procedures and minimize errors through electronic registration of processes.
  • Enable citizens to handle many official matters from home.
  • Improve operational efficiency by providing innovative digital tools.
  • Facilitate electronic correspondence between public institutions and their clients.
  • Enable automatic communication between branches through integration with ePUAP and improve internal communication.
  • Allow for comparative analysis based on various criteria (e.g., number of users, signatures, or documents).
  • Support traditional paper documentation alongside electronic files.

The legal basis for the EZD RP system is the Act on the National Archival Resources and Archives, along with the * Regulation of the Prime Minister of January 18, 2011*, which defines the principles of electronic documentation management. The EZD RP system meets all legal requirements.

The Electronic Delivery Act, which came into force in 2021, promotes the wider use of electronic communication, leading to a broader scope of matters conducted exclusively in electronic form. The government also plans to implement the e-Deliveries system, which will obligate local government units and related entities to use a public electronic delivery service.

Furthermore, a draft law is set to amend the Act on the National Archival Resources and Archives. Under these new regulations, all public entities and their subordinate units will be required to implement an EZD-class system starting January 1, 2026.

Obtaining and Implementing EZD RP

The EZD RP system, including its documentation, is provided free of charge by NASK. NASK also ensures the system is regularly adjusted to technological and legal changes.

A ready-to-deploy package of the EZD RP system, along with the necessary runtime environment, operating system, database, and queuing system, is also available in the SourceMation software catalog.

Deployment and Maintenance Support

The deployment process for EZD RP can be complex and may require careful planning. To avoid operational disruptions, it’s recommended to seek professional assistance for implementation and maintenance.
