Kyverno Reports Controller

The Kyverno Reports Controller takes care of processing, aggregating, and writing policy reports. Instead of slowing down the main admission webhook, it processes temporary admission or background reports in the background and consolidates them into standard Kubernetes PolicyReport and ClusterPolicyReport custom resources. It also runs the periodic background scans that check running cluster resources for policy compliance.
